For unrated PvP gear, you can find it at Seltherex, starting at item level 340 (411 in PvP) and upgradable five times, all the way to item level 366.

Talk to Calderex if you want to rate PvP gear. If you need more Conquest to buy rated PvP gear with currency, you can still earn it as a prize in the Great Vault. Visit 56.0 57.1 to find the Great Vault.

War Mode Gear is the newest expansion for Dragonflight. The item may be purchased from Fieldmaster Emberath. Equipment can be bought with Bloody Tokens. Equipment may be obtained with a minimum item level of 366 for PvE and 408 for PvP. In contrast, if your item level is generally low, World Quest gear could drop your maximum level below 366.
