The investigation leads to a series of suspects, including Karen Graham, a rival baker, and Mateen Jamaah, an Afghan refugee who blames Bill for not saving his parents from the Taliban.
In the end, it is revealed that the woman running the refugee center was a white nationalist who manipulated the situation to cover her tracks. Mateen is placed on probation, and his fiancée, Asal, is allowed to come to the United States.
