Amazon seriously considered shooting the series in Scotland, but ultimately opted to bolster the continuity with Peter Jackson’s trilogy and take the series to New Zealand. The Guardian pointed out that the uncertainty over Brexit was a key factor in making this decision, but the showrunners preferred to highlight how delighted they had been by the treatment received in New Zealand.
What stands out from this information is that the country is maintained but the zone is changed. Peter Jackson mainly used Wellington, although he also remembered Auckland as a setting for Hobbiton.
At the moment it has not been announced when the filming of the series will begin, but it is expected that it will happen in the coming months.

Amazon is also spending huge sums on the show, with a rumored first season budget of $450 million, by far the most expensive show ever made, so ending it after one season is highly unlikely, even if it ends up being a critical failure.
